NEMO release nemo_v3_1

The official new NEMO release is now available.

Since the previous one (announced in September 2008) new developments (not exhaustive here) have been implemented such as:

• new coupling interface with atmospheric models (we strongly recommand to use this interface to develop your own coupling)
• Interpolation On the Fly (allows you to perform online interpolation of surface forcing fields instead pre-processing them in providing a weighted input file )
• Passive tracers used with AGRIF package
• add of the C14 bomb passive tracer
• small updates and bugs corrected
